A federal judge has ordered the US government to partially restore research funding to the University of California, Los Angeles (UCLA), following a legal dispute over the Trump administration’s suspension of hundreds of federal grants. The ruling marks a significant development in an ongoing case involving civil rights allegations and funding restrictions imposed on the University of California (UC) system.The order, issued by Judge Rita F. Lin of the Northern District Court of California, applies specifically to grants suspended by the National Science Foundation (NSF) between July 30 and August 12. The NSF had frozen approximately 300 of the 800 total suspended grants, which were collectively worth $584 million and distributed by the NSF, National Institutes of Health (NIH), and the Department of Energy.Court finds funding cuts violated earlier injunctionIn June, Judge Lin had issued an injunction prohibiting the NSF from terminating additional grants to UC researchers. In her most recent ruling, she concluded that the NSF violated this earlier order by suspending grants under a different label.“The suspensions have the same effect, and are based on the same type of deficient explanations, as the original terminations,” Lin wrote, as reported by Politico. She dismissed the distinction made by government lawyers between “suspensions” and “terminations,” ruling that both actions disrupted research and were legally indistinguishable in effect.UCLA facing $1 billion settlement demand from the White HouseThe legal dispute follows a demand issued by the Trump administration requiring UCLA to pay $1 billion in fines and agree to policy changes related to campus protest rules and admissions standards. According to Politico, the funding freeze was linked to allegations of civil rights violations on campus, including accusations of antisemitism.The UC Board of Regents held an emergency meeting to address the settlement proposal. The case forms part of a wider legal battle involving six UC researchers, who filed a class action lawsuit against the Trump administration over the grant terminations.Legal arguments challenged by plaintiffs’ counselDuring the virtual hearing, government attorneys argued that the July freeze constituted an “indefinite suspension,” rather than a termination, and therefore did not violate the court’s previous order. However, Judge Lin rejected this argument.According to Politico, Erwin Chemerinsky, dean of the UC Berkeley School of Law and counsel for the researchers, said that accepting the government’s reasoning “would make a mockery of the court’s order.” He added that researchers face the same consequences regardless of whether a grant is suspended or terminated — including halted research, closed laboratories, and job losses for postdoctoral staff and graduate students.Claudia Polsky, director of the environmental law clinic at UC Berkeley and one of the plaintiffs’ attorneys, said she “expected Judge Lin to call NSF on its semantic evasion,” as reported by Politico. She further stated that millions of dollars “wrongfully held hostage in the administration’s political negotiations” would now be restored.Next steps and possible appealJudge Lin gave the Trump administration one week to comply with the ruling or provide justification for not restoring the funding.
