    India’s education spending divide: Urban families face nine times higher school expenses than rural households
    Urban Indian families face nine times higher school expenses than rural households

    Education in India is often described as the great equaliser, but for millions of families, it comes at vastly different costs depending on where they live and which school they choose. The 2025 Comprehensive Modular Survey: Education (CMS: E) reveals a stark reality: urban households sending children to private schools spend nearly nine times more than rural families whose children attend government schools. From tuition fees to textbooks, uniforms, and private coaching, the financial burden of schooling exposes an alarming urban-rural and public-private divide, raising pressing questions about equity, access, and the affordability of quality education.

    Government schools: The lifeline of rural education

    Government schools continue to serve as the backbone of India’s education system, accounting for 55.9% of total student enrolment nationwide. Their presence is particularly strong in rural areas, where 66% of students attend government schools, compared to just 30.1% in urban centres. These schools often provide free or nominal-cost education, making them a vital resource for rural households with limited financial means.However, while enrolment is high, public schools often struggle with infrastructural gaps, teacher shortages, and limited access to extracurricular and digital learning resources—factors that push many urban families toward private schooling despite the high costs.

    Private schools: Urban families bearing the brunt

    Private unaided recognised schools make up 31.9% of total enrolment, with most students concentrated in urban areas. The cost difference is eye-popping: families with children in private schools spend ₹25,002 per year per student, compared with just ₹2,863 for government school students. Tuition fees are the biggest driver of this divide. While only 26.7% of government school students pay fees, a staggering 95.7% of private school students do. In cities, this number rises to 98%, with an average annual course fee of ₹15,143, nearly four times higher than the rural private school average of ₹3,979.

    Beyond tuition: The hidden costs of schooling

    School-related expenses extend far beyond fees. Textbooks and stationery cost an average of ₹2,002 per student nationally, but urban households consistently spend more. Transportation and uniforms add another layer of financial strain, especially in cities where commuting distances are longer and uniform standards are stricter.Private coaching, once considered a luxury, is now a near necessity for many urban students. About 27% of students nationally attend coaching classes, with 30.7% in urban areas and 25.5% in rural districts. Urban households spend an average of ₹3,988 per student, more than double the ₹1,793 rural average. This gap widens at the higher secondary level: urban families spend nearly ₹9,950 on coaching, compared to ₹4,548 in rural areas.

    Who foots the bill?

    The survey highlights that families themselves finance 95% of educational expenses, underscoring the heavy burden on households. Government scholarships and aid play a minimal role, acting as the primary source of funding for only 1.2% of students.

    Implications for equity and policy

    The CMS: E findings highlight deep-seated inequities in India’s education system. Rural students rely largely on government schools, which remain affordable but often under-resourced. Meanwhile, urban families face soaring costs in private schools, with tuition, coaching, and ancillary expenses creating significant financial pressure.Policymakers face urgent challenges: how to reduce the cost burden for households, improve infrastructure and quality in public schools, and ensure equitable access to quality education for all students, regardless of geography or economic background. Without intervention, these disparities may continue to widen, further entrenching social and educational divides.
