    BTC USD fell below $77,000 early Tuesday, reversing Monday’s rally above $79,000, as traders watched the Senate’s scheduled procedural vote on the Digital Asset Market CLARITY Act and a renewed rise in oil prices.

    The vote matters because it determines whether the Senate can move forward on legislation intended to create a regulatory framework for digital assets in the United States.

    It is not a final vote on the bill. The procedural step requires 60 votes, meaning Republican support alone would not be enough to advance the measure toward Senate consideration.

    For the crypto market, the scheduled vote arrives alongside a separate macroeconomic concern. Higher oil prices have revived inflation worries ahead of an expected Federal Reserve interest-rate decision, leaving Bitcoin exposed to both policy uncertainty and broader pressure on risk assets.

    Bitcoin reversed Monday’s rally during Tuesday’s Asian trading session, slipping from highs above $79,000 to trade near $77,800, and now below $77,000. However, the pullback wasn’t limited to Bitcoin.

    XRP retreated to about $1.40 from a recent high near $1.49, while still appearing on track to form a bullish golden crossover. Ethereum and Solana also moved lower, according to CoinGecko data.

    The retreat followed reports that Democrats were still seeking additional changes to the bill. President Trump had reportedly agreed to revised ethics language in a Senate draft circulated by Republican negotiators over the weekend as their final offer.

    Sen. Cynthia Lummis, the Wyoming Republican and a prominent supporter of the bill, argued that Democrats would keep seeking further concessions as negotiations continued.

    CLARITY Act Summary and What Today’s Vote Hinges On

    Tuesday’s market saw Bitcoin retreat to around $77,000 after a rally above $79,000, amid uncertainty over the Senate’s next steps on the CLARITY Act.

    This legislation aims to split oversight of digital assets between the SEC and CFTC, which supporters argue would reduce regulatory uncertainty for the crypto market.

    The Senate is set to vote on whether to end debate and consider the bill, requiring at least seven Democratic votes to overcome a filibuster. Discussions have centered on ethics restrictions related to President Trump’s crypto interests and stablecoin provisions concerning banking sector concerns.

    The Senate Banking Committee approved the bill in May, but leaders are still seeking the 60 votes necessary for the next procedural step, focusing on whether to proceed with further consideration of the legislation.

    Macro and Structural Drivers Behind the Ongoing BTC USD Price Action

    Two key forces are influencing the BTC USD price this week. The first is legislative: the CLARITY Act aims to create a new regulatory framework for cryptocurrencies, with a procedural vote scheduled for Tuesday that will determine its progress in the Senate.

    The second is macroeconomic: West Texas Intermediate crude has risen to about $103 per barrel, heightening inflation concerns and expectations for tighter monetary policy.

    The Federal Reserve is anticipated to raise interest rates by 25 basis points on Wednesday, moving the target range from 3.50%-3.75% to 3.75%-4%.

    Additionally, the 10-year Treasury yield approached 5% on Monday, which has historically challenged Bitcoin. These factors impact Bitcoin’s trading environment, with regulatory developments and macroeconomic conditions aligning in this trading window.

    Why Would a ‘Yes’ Vote Today Mean for the BTC USD and the Wider Market?

    A successful procedural vote would allow the Senate to open consideration of the bill and consider amendments. It would not guarantee that the CLARITY Act becomes law.

    Likewise, a failed procedural vote would not by itself settle the longer-term question of how U.S. digital-asset regulation will develop.

    Coinbase CEO Brian Armstrong has said that regulatory clarity could still emerge even if the bill does not pass, citing statements that the SEC and CFTC are prepared to publish rulemaking.

    That position reflects the possibility of agency action outside the legislative process, although it does not remove the uncertainty surrounding the Senate vote itself.

    CNBC reported that Senate leaders have characterized the preliminary vote as a step to keep the measure moving, with further amendment and voting opportunities possible if the Senate agrees to take it up.

    That distinction is central to reading the vote: it is a decision on whether the Senate should proceed with consideration of the legislation, not the final legislative outcome.
