Colombia’s regulatory landscape for online gambling is undergoing significant changes. The nation’s gambling watchdog, Coljuegos, has implemented an unprecedented enforcement drive against unlicensed online gaming. In its most extensive sweep to date, the regulator has blocked 10,000 illegal websites and social media accounts that promote unauthorized games of chance. This action underscores Colombia’s commitment to countering offshore operations and protecting consumers from illicit gambling activities.

    Enforcement Actions Against Unlicensed Platforms

Coljuegos recently announced that the crackdown targets not only online casinos but also digital bingo halls, unregulated sportsbooks, and various social media profiles. These profiles were actively promoting raffles, bingo games, and other chance-based contests that fall outside the legal framework. The regulator explained that these actions are part of a broader strategy to safeguard public funds and prevent money from leaving the country through illicit channels.

In connection with the latest ban wave, Coljuegos has collaborated with the Cybernetic Police Center and Meta, the parent company of Facebook and Instagram, to remove 289 social media profiles. These profiles were found to be violating Colombian regulations by hosting illegal raffles and online casino promotions. In total, Coljuegos is currently overseeing 35 administrative sanctioning processes against illegal gambling promoters, including social media influencers and digital organizations that use raffles and other promotions to attract players.

Coljuegos has been clear in its messaging: operating unauthorized games of chance is a criminal offense. Under article 312 of Colombia’s criminal code, any operator involved in illegal gambling risks severe penalties, including fines amounting to 100 times the legal monthly minimal wage in the country.

    Emphasis on Licensed Operations

Marco Emilio Hincapié, president of Coljuegos, has stressed that these measures are part of a broader initiative endorsed by President Gustavo Petro. The regulatory body insists that only 16 licensed online operators are permitted to offer gaming services in Colombia. These legal entities must obtain a license and pay an annual fee, which then contributes to various public causes. By enforcing this strict licensing regime, Colombian authorities aim to ensure that gaming activities are conducted responsibly and that revenue benefits local communities.

Illegal online operators not only evade licensing fees and taxes but also expose players to considerable risks. Funds generated by these unlicensed platforms are often routed outside Colombia, leading to economic losses and jeopardizing consumer protection. Coljuegos’ efforts are thus focused on both punitive measures and preventative strategies to discourage illegal gambling.

New Tax Measures on Online Gambling

In tandem with its enforcement actions, the Colombian government has reintroduced a Value Added Tax (VAT) on online gambling. Although not a brand-new tax, this measure involves revoking a previous benefit granted in 2016 that allowed online betting companies to bypass VAT payments. The revised policy is designed to secure urgent funding for addressing the humanitarian crisis in Catatumbo—a region where violence has forced over 39,000 people from their homes.

The government projects that the VAT on online gambling could generate up to $500 million annually. While the immediate goal is to channel resources toward emergency humanitarian needs, the long-term economic impact of this tax remains a subject of public discussion. This fiscal adjustment aligns with a global trend, as many countries are now re-evaluating tax incentives for digital industries, especially in the online gaming sector.

    Global Context and Additional Perspectives

Recent international developments have seen similar regulatory crackdowns on illegal online gambling and adjustments to digital taxation policies. For example, several European nations have strengthened their oversight of online casinos, enforcing stricter licensing and compliance requirements. Likewise, countries in Latin America and Asia are revisiting their online gambling regulations to ensure that they both protect consumers and secure public revenues. These global trends provide a broader context for Colombia’s proactive measures.

Furthermore, experts note that enhanced collaboration between cybersecurity agencies and digital platform providers is crucial for successfully curbing the proliferation of illegal gambling websites. The partnership between Coljuegos, the Cybernetic Police Center, and major social media companies exemplifies a model that could be replicated elsewhere to safeguard the integrity of online gaming.

In the United Kingdom, the UK Gambling Commission has been active in targeting unlicensed operators, particularly those operating offshore. Recent data from the commission has shown a marked increase in enforcement actions, including hefty fines and the revocation of licenses for operators found to be breaching stringent advertising, anti-money laundering, and responsible gambling standards. As part of its ongoing regulatory overhaul, the UK government is also exploring measures to tighten transparency requirements around online transactions, aiming to stem the flow of funds to illegal platforms and enhance overall consumer protection.

Italy has similarly ramped up its regulatory oversight, with the Agenzia delle Dogane e dei Monopoli (ADM) at the forefront of the crackdown on illegal online gambling. Reports indicate that unlicensed operators have historically captured a significant slice of Italy’s gambling market—estimated at around 15% in some analyses—prompting the government to act decisively. Recent enforcement efforts have led to the imposition of substantial fines and increased scrutiny over cross-border operations that fail to comply with Italy’s rigorous licensing criteria. Moreover, Italian authorities are working on reforms that not only tighten operational controls but also enhance cooperation with international bodies to more effectively track and dismantle networks involved in illegal gambling.

Spain has also emerged as a key player in the battle against illegal online gambling. The Dirección General de Ordenación del Juego (DGOJ) has implemented a series of regulatory measures designed to eliminate unauthorized operators from its market. A 2020 study noted that these initiatives contributed to a 25% reduction in unlicensed betting platforms within a year, a figure that underscores the effectiveness of Spain’s tougher licensing requirements and stricter penalties. In addition to enforcement actions, Spanish regulators are placing a strong emphasis on consumer protection by revising advertising regulations to prevent misleading promotions and reduce the risk of gambling addiction. This dual focus on market integrity and consumer safety is expected to shape the country’s online gambling landscape in the years to come.

Australia is another nation actively curbing illegal online gambling through coordinated efforts between regulatory and law enforcement agencies. The Australian Communications and Media Authority (ACMA) has been proactive in blocking access to unlicensed gambling websites, while the Australian Competition and Consumer Commission (ACCC) monitors and acts against deceptive advertising practices. Recent government data suggests that these combined efforts have resulted in a more transparent market environment, with consumer complaints decreasing by an estimated 18% over recent years. Looking ahead, Australian policymakers are considering further legislative changes to enhance licensing requirements and implement stricter safeguards, ensuring that the rapid growth of online gambling does not compromise consumer protection or market fairness.

Players use CHP to participate in games, join tournaments, and withdraw winnings swiftly. In addition to CHP, the platform supports popular cryptocurrencies such as Bitcoin and Ethereum, offering users a variety of payment options. By eliminating the need for traditional intermediaries, CoinPoker facilitates near-instant deposits and withdrawals, reducing transaction fees and broadening accessibility for players worldwide.
